Sterling Ridge Village Association Meeting:
The next meeting of the Sterling Ridge Village Association will be Monday, April 23, at 7:00 PM at the Mitchell Library across from the YMCA. Note the new location, meetings are no longer being held at the YMCA. Upcoming events include participation in an outing to the Astros vs New York Mets game on Saturday, July 7, 2007. Plans for the April Village Association meeting include a development update from The Woodlands Development Company.

Volunteer of the Year:

At its annual meeting in March, The Woodlands Association awarded the Neighborhood Services Volunteer of the Year Award to Sterling Ridge resident Karen Green. Her nomination read as follows: Karen Green is the current Area Coordinator and Neighborhood Coordinator for the sub-division of Scribewood in Sterling Ridge. She wanted to get the Neighborhood Watch established in her newly developed neighborhood. Consequently, she single handedly met every family that moved onto her street and signed them up as Watch Members. With that accomplished, she branched out to every street in Scribewood, meeting neighbors, signing them up for the Watch, and finding Neighborhood Coordinators for each block. She hosted the Coordinator Training in her own home. In addition, she found a resident willing to write a newsletter that is now distributed quarterly to all Watch Members in Scribewood. Finally, she organized a Good Neighbor Day in their local park that was so successful even neighboring neighborhoods were asking how to get involved in the Watch Program. Karen is the perfect example of how one resident really can make a difference.

*Karen is currently the Area Coordinator of 6 Neighborhood Coordinators and 98 Watch members in Scribewood.

Governance:

Two pieces of legislation are necessary to allow the City of Houston and The Woodlands to finalize the proposed agreement that was announced in December 2006. One of the bills would allow Houston and The Woodlands to enter into the agreement and the other would broaden the scope and geographic coverage of the Town Center Improvement District. The first bill has passed in the Senate and is pending in the House. The second bill has been scheduled for hearing in the Senate Intergovernmental Relations Committee on Wednesday, April 25. Governance was the topic of a workshop held by the Board of The Woodlands Association on April 20, 2007; topics discussed included continuation of high-quality service, possible new revenue sources available to offset Association assessments, the transition in governance and management to the District, and a public information effort to inform residents and voters. Governance will also be the topic of a Joint Boards Meeting on May 19, 2007, during which The Woodlands Association will meet with The Woodlands Community Association and The Woodlands Commercial Owners Association.

If the required legislation passes and is signed into law, you will be getting additional information before the November 2007 elections, when voters will be asked whether they would like the Town Center Improvement District to be expanded to cover all of The Woodlands. If the measures pass, the District will be able to collect sales tax from all retail establishments in The Woodlands (including from non-Woodlands residents who shop here), and those funds would be used to offset some of the assessment fees. The District would also be able to finalize an agreement with the City of Houston to be free of the threat of annexation.

The Plaza at Indian Springs:

The latest information on The Plaza at Indian Springs (Kuykendahl and Flintridge) can be found on the Houston Chronicle website.

Pool Schedule:

The Community Association pool schedule is on The Woodlands Association website. Note that the Cranebrook Pool in Sterling Ridge will be closed on Thursdays during the regular season.

Traffic Light Questions:

A couple of months ago at a Sterling Ridge Village Association meeting, a question arose about the traffic light at Carlton Woods and Woodlands Parkway. When driving southbound on Carlton Woods, when the light shows green it does not indicate a left turn arrow, even though the northbound traffic on Flintridge (the continuation of Carlton Woods to the south) is held by a red light during that time. I was told by Commissioner Ed Chance’s office that this is the way the State is now mandating that traffic lights be designed; a green light means you can go and a left turn arrow will only be installed if there is an actual left turn lane. I noted that the light at Lake Woodlands and Woodlands Parkway does not work that way – when the light is green on Lake Woodlands southbound, a driver turning left must yield to oncoming traffic from the shopping center parking lot. Commissioner Chance’s representative said that there should be a sign there indicating that the left turning driver must yield to oncoming traffic. He said that such a sign will be installed.

Before the holiday shopping season, a traffic light should be installed on Six Pines between Market Street and The Mall.

A traffic light is also planned for Terramont and Woodlands Parkway, the only location on Woodlands Parkway that still has a four-way stop.

Law Enforcement Update:

The Sheriff’s Office is in the process of gearing up for the staffing, training, and equipping of the deputies that will be assigned to The Woodlands community policing program. By mid-May, deputies will be assigned to 1 of 5 patrol zones or beats, and they will basically be responsible for all aspects of law enforcement in those beats, from patrolling the neighborhoods and parks, to traffic enforcement, to answering calls for service, and investigating crimes, 24 hours a day, 7 days a week.

Mobility:

The Woodlands Road Utility District No. 1 is adding a third eastbound lane on Woodlands Parkway between Grogan’s Mill and Six Pines.

TWA Board Meeting:
The next TWA board meeting will be Thursday, April 26 at 7:30 PM, at the Community Associations Building, 2201 Lake Woodlands Dr. These are open meetings and all residents are welcome to attend.

STANDING INFORMATION AND NOTICES:

Water Wells and Plant:

The San Jacinto River Authority is planning to construct a water plant including two tanks and two water wells off of Branch Crossing Drive south of the new Super Wal-Mart and west of Branch Crossing. The Woodlands Development Company has prepared a notice for home builders to provide to purchasers so that they are aware of the future location of the facility. Construction is planned to being in mid to late 2006 and proceed for 12 to 18 months.

Future Governance Information:
The Woodlands Governance Steering Committee is working on a plan for a future government structure of The Woodlands. They have set up a website, www.thewoodlandsgovernance.org where you can sign up for e-mail updates and follow the progress of the committee as well as provide your input.

Organization of The Woodlands:
An organization chart for The Woodlands has been developed and added to the Sterling Ridge website at www.sterling-ridge.org/org_chart.php. The chart is "clickable," and takes the viewer to FAQ where additional information is given about the various organizations that provide services to residents of The Woodlands.

Association Service Requests:
A very easy to use feature on the Community Associations website provides a way to report problems or ask for assistance from the Community Associations paid staff. Problems or questions relating to things like park, pathway, and streetscape maintenance, street lights, covenant administration, garbage and recycle pickup, pools, etc, can be entered online via the “Service Request” button on the Community Associations website. This new feature is very easy to use and responses are sent via e-mail notifying the resident of the status of his or her request. There is no need to contact me with every request.
